Metal panels cannot go straight onto purlins over living space. Rafters must be decked with wood structural panels of at least 7/16 in. over the required insulation, then an approved moisture barrier running perpendicular to the rafters, then lathing to the roofing manufacturer's instructions.

Land at or above 2,200 ft with a slope of 25 percent or more for at least 500 horizontal feet, plus the crests and ridgetops above it. Confirmed per parcel. Fannin adopts the state codes as amended by Georgia DCA and has not published its own filled-in Table R301.2, so wind, snow and frost figures are settled with the plan reviewer before drawings are finalised. In a county running from about 1,600 ft in the Toccoa valley to over 4,000 ft on the ridges, one blanket number would be the wrong tool anyway.

Footing and foundation minimums
Footings at least 16 in. wide and 8 in. deep, poured on firm ground or to engineered compaction. Foundation walls of 8 in. block minimum, and where backfilled they must be grouted solid at least every four feet. Crawl spaces need 24 in. of clearance.

Fannin County has no zoning. Does that mean I can build whatever I want?
No. It means there is no zoning map, no district designation and no rezoning hearing for a house on an existing lot, which genuinely removes a step that most Georgia counties make you take. Everything else still applies. The county sets setbacks of 15 ft from property lines, 50 ft from the road centreline, 50 ft from state waters and 20 ft from power lines. The Land Development Ordinance sets minimum lot size and lot width. The Mountain Protection District caps building height on the ridges. The watershed rules limit impervious cover and keep septic out of stream buffers. And the building code is enforced in full by county inspectors. What you get in Fannin is fewer land-use hoops, not fewer rules.
Does Fannin County actually inspect a barndominium, or can I build without a permit?
It inspects. The county established its Building Inspection Office by ordinance in February 2024 and staffs it with three building inspectors plus a plan reviewer, out of 400 West Main Street in Blue Ridge. It enforces all nine of Georgia's mandatory codes, adopted as whatever edition the state has currently amended, so the 2024 codes have applied here since 1 January 2026. Expect inspections at footing, slab, framing and plumbing, rough electrical, final electrical and final occupancy, plus an independent energy test. And note the part that catches people out even where a county does not inspect: under O.C.G.A. 8-2-25(a) the mandatory codes apply to your building whether or not anyone comes to look at it. In Fannin, someone comes to look.
Can I put the metal roof straight onto the purlins?
Not over heated living space. Fannin County requires the rafters and roof joists to be decked with wood structural panels of at least 7/16 in., placed over the required insulation, then covered with an approved moisture barrier running perpendicular to the rafters, then lathed to the roofing manufacturer's instructions before the metal goes on. An unconditioned shop bay under the same roofline is not caught by that rule, but the living half is. Budget the deck from the start rather than finding it at frame inspection. On the structure itself, the county does not require a sealed architect or engineer drawing for a single-family dwelling, which is a local submittal exception. It does not change IRC R301.1.3, which is state law and requires anything outside the prescriptive limits to be engineered. A clear-span rigid frame is outside those limits, so it still needs an engineer.
My lot is steep. Is a walkout basement realistic here?
Fannin has the strongest case for one anywhere in Georgia. Ground that falls away is the norm, so the excavation is half done by the topography, three walls end up earth-sheltered in a 4A climate, and the lower level is usually the cheapest conditioned square footage in the building. Three things to price honestly. Rock is the county's characteristic problem and shows up in excavation and in the drainfield. Where the basement wall is backfilled, the county requires 8 in. block minimum grouted solid at least every four feet. And run a passive radon stack while the slab is open, because Fannin is EPA radon Zone 2 and retrofitting a stack costs many times what stubbing one in does.
How much land do I need, and what does septic control?
On well and septic, which is the normal rural case, the minimum is 1.5 acres for a dwelling of 400 to 2,000 sq ft with up to four bedrooms, and 2 acres once you go above four bedrooms, before anything extra the Board of Health asks for. Minimum lot width is 125 ft. Septic then controls your schedule as well as your acreage: no electric company may make a permanent power connection until the septic final has passed, after which Environmental Health notifies the Building Department and the county releases the power request. The county's own subdivision plat certificate approves lots for septic barring complications from rock, steep slopes and underground water, which tells you exactly what tends to go wrong here. Get a soil evaluation before you close on the land, not after.
Is a Blue Ridge address handled differently from the rest of the county?
Yes, and it is worth knowing which one you are in. Roughly 90 percent of Fannin's population lives in unincorporated county, where the county building department is the only permitting authority. Inside the Blue Ridge city limits it is a two-step process, and the county checklist is explicit that you must have all City of Blue Ridge approvals in hand before you can even open a county application. That front-loads the timeline. One more thing specific to a county with this much cabin rental: the building ordinance treats containers, geodesic domes, yurts and similar structures as special-permit buildings that get no certificate of occupancy and cannot be rented to the public. If the plan is to rent it out, it has to be a conventionally permitted dwelling.
