Can I build a barndominium in Athens-Clarke County?
Yes, and on acreage the zoning route is straightforward. In the AR (Agricultural Residential) district a single-family dwelling is permitted outright, alongside agriculture and equestrian facilities. The catch is the lot: AR carries a ten-acre minimum lot area with 200 feet of minimum width and depth. Lot coverage is capped at 10 percent, which on ten acres is more than 43,000 square feet, so the footprint is never the binding constraint. Height is capped at 50 feet, or 65 feet for genuinely agricultural structures. On a smaller in-town lot the applicable district will be one of the RS residential districts instead, and the setback and coverage rules there are much tighter.
Do I deal with the city or the county for permits?
Both at once. Athens and Clarke County are a consolidated unified government, so a single Building Permits and Inspections Department at 120 W Dougherty St issues the permit and does the inspections for every parcel in the county. There is no unincorporated county area under a different code, and no separate city building department to satisfy. In a fragmented Georgia metro that split is where projects lose weeks; here it does not exist. The Planning Department issues a separate zoning permit for single-family construction, and it sits inside the same government.
Which building code will my house be inspected against?
The 2024 International Residential Code with Georgia Amendments, in force since 1 January 2026, along with the 2024 plumbing, mechanical, fuel gas, fire and pool codes and the 2026 Georgia Amendments to the 2023 National Electrical Code. Athens-Clarke County has also adopted three permissive codes that Georgia does not require a local government to adopt: the 2018 International Property Maintenance Code, the 2018 International Existing Building Code and the 2008 National Green Building Standard. That is a longer list than many Georgia jurisdictions enforce, and it is worth knowing before plans are drawn rather than after.
What wind speed will the frame be designed for?
We confirm it with the Building Permits and Inspections Department for your parcel before anything is engineered. Georgia does not set one design wind speed statewide. The 2024 IRC as amended for Georgia leaves Table R301.2 as a fill-in table, so the ultimate design wind speed, seismic category and frost depth are the jurisdiction's to specify. Anyone who quotes you a number for Athens without naming its source is reading it off a national map. Separately, a clear-span or post-frame building does not fit any of the prescriptive standards listed in IRC R301.1.1, so those elements have to be engineered to accepted engineering practice under R301.1.3 whatever the wind figure turns out to be.
What does Athens-Clarke County require for septic?
Most AR parcels are on septic, and the county wants three things with the submittal: a plat showing the area topography, a Level III soil report, and the location of any water wells nearby. The Clarke County Health Department Office of Environmental Health reviews it, and larger systems can pull in the state Environmental Protection Division. The county's own advice is to start that conversation early in planning. We do, because the soil report can move where the house sits on the lot, and it is far cheaper to move a building on paper than after the pad is graded.

It is tight, and you should know that before you start looking. Clarke is the smallest of Georgia's 159 counties by land area at about 122 square miles, and recent listings showed only 782 acres for sale across tracts over ten acres, at a median asking price of $40,017 per acre and a median 97 days on market. The AR ten-acre minimum then rules out a good deal of what is left. Plenty of people who want to be near Athens end up buying in the counties that ring it, and we build in Jackson County and Walton County as well. Those are separate permitting authorities with their own adopted codes and their own lot rules, so the answers on this page change once you cross the county line.
