Barndominium engineering rule
Since 1 August 2021 the county has required a professional engineer's letter of approval for every inspection on a barndominium home, plus an engineer's letter of approval for the completed project before the certificate of occupancy.

One acre minimum for an on-site sewage system where there is no centralised water, half an acre where there is, and more if the soil demands it. The septic application goes to Environmental Health in Room 508 at 423 College Street, five doors from the building permit counter in Room 503.

Does Carroll County allow barndominiums?
Yes, and it is unusually explicit about it. The county's residential permit packet lists Barndominium as a building type on the form, and Community Development publishes a one-page sheet of barndominium requirements. In the Agricultural district a single family dwelling is a permitted use, so no rezoning or hearing is needed to build a house on agricultural land, provided the parcel meets the four-acre minimum.
Why does Carroll County want an engineer on a barndominium when it does not want one on a regular house?
Because the buildings are not structurally the same. Section 18-15(d)(4) of the county code exempts single family dwellings of any size from needing an architect or engineer, which works for a conventional stick-built house because it fits one of the prescriptive standards the residential code recognises. A clear-span rigid frame or a post-frame building fits none of them, so those elements have to be designed to accepted engineering practice. Since 1 August 2021 the county has required a professional engineer's letter of approval at every inspection on a barndominium, and an engineer's letter of approval of the complete project before the certificate of occupancy. We plan for that from the first drawing rather than discovering it at the footing inspection.
What is the minimum lot size for a barndominium in Carroll County?
In the Agricultural district it is four acres, with at least 125 feet of width at the setback line. That is double the two-acre floor common in the exurb counties north of Atlanta and it is the main reason Carroll's farmland has not broken into small lots. The Residential district minimum is one acre, but that district only permits one-family conventional dwellings and expressly prohibits manufactured homes and secondary detached dwellings. Most barndominium projects here sit on agricultural land.
Do I need county permits if my address says Carrollton or Villa Rica?
Not necessarily the county's. Carroll County Community Development permits and inspects the unincorporated county from 423 College Street in Carrollton. Carrollton, Villa Rica, Bowdon, Temple, Mount Zion, Roopville and Whitesburg run their own building departments inside their city limits. A postal address is not evidence of jurisdiction, so the first thing we do is confirm the parcel against the county's map room rather than the mailbox.
Will my land perc, and how does septic work here?
Most of Carroll County is on septic. Centralised sewer exists only in Carrollton, Villa Rica, Bowdon and Temple. The Georgia rule the county applies is one acre minimum for an on-site sewage system where there is no centralised water and half an acre where there is, with more required if the soil calls for it. On a four-acre agricultural parcel the zoning minimum is well above the septic minimum, so the question is soil quality and layout rather than acreage. The septic application goes to Environmental Health at 423 College Street, Room 508, and Community Development will not finish the building permit review until Environmental Health has approved it. Carroll County Water Authority runs over 750 miles of water line, so a rural parcel here is far more likely to have water at the road than sewer, which drops the septic minimum to half an acre.
What design wind speed will my building be engineered to?
We confirm it per parcel with Carroll County Community Development before the frame is designed. Georgia's design criteria table is filled in by each jurisdiction rather than set once by the state, so the honest answer for any Georgia address is the number that county uses, not a figure read off a national map. Carroll County is inland, on the Alabama line, and well outside any wind-borne debris region, so there is no coastal glazing protection requirement here. What matters instead is that the frame, the connections and the anchorage are engineered rather than assumed, which the county's own barndominium policy already insists on.
