Does Paulding County actually inspect a barndominium build?
Yes, and more thoroughly than most Georgia counties. Section 18-31 of the county code says Paulding shall enforce the Georgia State Minimum Standard Codes "in all respects", then names all nine mandatory codes individually — building, residential, fire, plumbing, mechanical, fuel gas, electrical, energy conservation, and swimming pool and spa. It has also adopted two permissive codes that most counties skip. The Building & Permitting Division at 240 Constitution Boulevard in Dallas issues the permit and sends its own inspectors. Because the ordinance adopts the latest edition of each code by reference rather than by edition number, the 2024 International Residential Code with Georgia Amendments has applied here since 1 January 2026 without any further county vote.
How much land do I need in Paulding County?
It depends which district your parcel sits in, and the answer is not intuitive. A-1 Agricultural requires five acres, but the house only has to be 1,100 square feet of heated area, and a single-family dwelling is a permitted use by right — no rezoning and no hearing. R-1 Rural Residential drops the minimum lot to one acre but raises the minimum house to 1,600 square feet. ER Estate Residential sits between them at two and a half acres, but it carries a mandatory homeowners association, so it is really built for platted subdivisions rather than a one-off build on your own land. We check the zoning designation and the recorded lot size before we draw anything.
What wind speed will my Paulding County barndominium be engineered for?
Paulding is one of the few Georgia counties that wrote its design criteria table into the ordinance instead of handing it across the counter. Section 18-31 gives seismic design category B, a 12-inch minimum frost line, a 5 psf ground snow load and a 22°F winter design temperature. It also lists a wind speed of 90 recorded as fastest mile, which is an older way of measuring than the current code's ultimate design wind speed, so the two figures do not translate one for one. We confirm the governing wind speed with the Building & Permitting Division at plan review and have the frame stamped to that number, not to a national average.
Can I put the shop up first and finish the living space later?
Usually not in Paulding, and the ordinance is specific about why. Under UDO section 230-30.01 no accessory building may be constructed on a lot unless work on the main building has actually started, a permit has been issued for it, or the lot is three acres or larger and zoned ER, R-1 or R-2. The same section says accessory buildings shall not be occupied by humans. So the living space has to be permitted as the dwelling from the outset — a detached shop cannot legally become the residence later. On a five-acre A-1 tract the workable route is to permit the whole building as a dwelling with attached shop space, which is how most of our Paulding plans are drawn anyway.
Do I need septic approval before I can get a building permit?
Yes, and Paulding puts the requirement in the zoning ordinance rather than leaving it to the building department. UDO section 240-170 states that no residence may be erected or placed on a lot without a prior application for an approved septic tank and nitrification field, and that no occupancy is permitted until that system is completely installed. Every district's dimensional standards carry the same footnote — lot sizes and setbacks are also subject to approval by the Office of Environmental Health. In practice that means the soil evaluation should decide where the building sits on a five-acre tract, not the other way round, and we sequence it that way.
Will Paulding County require an engineer's seal on my plans?
For a barndominium, expect it. Section 18-67 lets the county Building Official require details, computations and stress diagrams describing the construction and the basis of the calculations, and anything the official requires an architect or engineer to prepare must carry that person's official seal. That sits on top of the code itself: a clear-span rigid frame or a post-frame building falls outside every prescriptive standard the residential code allows, so IRC R301.1.3 already requires those elements to be designed to accepted engineering practice. Paulding also wants two or more full plan sets plus a complete electronic set in a single PDF, with materials specified rather than the code cited wholesale.
