Almost every large parcel that trades in Fulton County is outside the city limits, so most Atlanta enquiries end up building 35 to 60 miles out in Paulding, Cherokee, Newton, Coweta, Forsyth or Carroll. Minimum lot size
R-4, the ordinary single-family district, requires 9,000 sq ft and 70 feet of frontage. R-3 is 18,000 sq ft, R-2 is one acre, and R-1 is two acres with 200 feet of frontage.

Arborist meeting
Any permit application that may affect trees must include documentation of a completed Arborist Meeting before it is submitted. Applications without it are not accepted, and the Arborist Division inspects again before the final certificate of occupancy.

No unincorporated Fulton County
Since the City of South Fulton incorporated in 2017, Fulton County permits only the Fulton Industrial Business District overlay, through Public Works. Every other buildable parcel in the county sits inside a city.

Permit fees
Minimum permit cost is $150 plus a $25 technology fee, with the balance set by cost of construction under the city fee schedule. Express permits are counter-only and carry a 30-minute service level agreement.

Can I actually build a barndominium inside the Atlanta city limits?
Legally yes, practically it is rare, and the reason is lot size rather than any rule against the building. Atlanta's ordinary single-family district, R-4, has a 9,000 square foot minimum with 70 feet of frontage, which is about a fifth of an acre. A 40 by 60 building plus setbacks, driveway and turning room does not sit comfortably on that. The districts with room are R-2 at one acre and R-1 at two acres with 200 feet of frontage, and they cover a small share of the city, mostly in the northwest near the Chattahoochee. If you own one of those lots we will happily design for it. If you are still shopping, look at the counties in the ring.
Where near Atlanta can I realistically build one?
Paulding and Newton are roughly 35 miles out, Cherokee, Forsyth and Coweta roughly 40, Bartow and Walton roughly 45, Carroll roughly 50, Hall roughly 55, and Jackson and Dawson roughly 60. Those counties are where the acreage is, and in each of them the county, not a city, is the permitting authority for most of the land. Carroll is the cheapest of them by a wide margin at a median asking price of $22,265 an acre against $52,780 in Fulton. If you want to be an hour or more out, Fannin is about 90 miles north. Dawson, Fannin and Hall sit in a colder climate zone than Atlanta, which changes the insulation package on a metal-skinned building.
Atlanta has suspended structural plan review. Should that worry me?
It should change who you hire, not whether you build. Since 12 January 2026 the Office of Buildings has not been reviewing structural drawings, though they must still be submitted and remain the responsibility of the engineer of record. A barndominium's clear-span or post-frame structure falls outside every prescriptive method the residential code recognises, so under IRC R301.1.3 it has to be designed to accepted engineering practice anyway. In most jurisdictions a plan reviewer is a second look at that work. In Atlanta right now there is not one, which makes the engineer's seal the only check in the process. We would not put a frame on an Atlanta lot without a Georgia-licensed structural engineer of record on it.
How much will the tree ordinance cost me?
More than most people budget for. Atlanta rewrote its Tree Protection Ordinance in 2025, the first significant rewrite since 2001, and recompense went to $140 per diameter inch of trunk removed on 1 January 2026, indexed to Atlanta-area inflation from 2027. Before you can even submit a permit application that may affect trees, you have to complete an Arborist Meeting with the Office of Buildings and include the documentation, or the application is not accepted. The city then posts the property publicly before removal so neighbours can appeal, and the Arborist Division inspects again before the final certificate of occupancy. Planting replacement trees earns credit at 1.25 times the caliper inches planted, which is usually the cheaper route. Clearing a wide building pad on a wooded in-town lot is the single most underestimated line on an Atlanta budget.
Can I put a large detached shop on my Atlanta lot and live above it?
Not as an accessory building. In R-1 through R-5 an accessory building may not exceed 20 feet in height, may not cover more than 25 percent of the rear yard, may not exceed 30 percent of the main structure's floor area, and may not be used as a dwelling or lodging. It also has to be built at the same time as or after the principal building, and it cannot project forward of it. So the classic arrangement, a big detached shop with living quarters upstairs, does not work inside the city. If you want a shop-house in Atlanta it has to be the principal dwelling on the lot, which puts you back against the district minimum lot size.
Who governs my address, and is Fulton County a separate approval?
If you are inside the city limits, the City of Atlanta Office of Buildings is your permitting authority for building, zoning, trade and arborist review, filed through the Accela portal. Fulton County is not a second approval. Since the City of South Fulton incorporated in 2017 the county has permitted only the Fulton Industrial Business District overlay, so effectively every buildable residential parcel in Fulton County is inside some city. Note that the eastern part of Atlanta lies in DeKalb County, which does not change the permitting authority but does change the county board of health, and we confirm sewer availability and any on-site sewage requirement with the right authority before the site plan is drawn.
